Building a Trusted Anchor for the Automotive Industry Data Ecosystem: Sino-German Technical Expert Group Achieves Milestone Results

In the new era of the global automotive industry's transition towards intelligence and connectivity, technical experts from China and Germany are working together to build a ‘trusted foundation’ for industrial data exchange.

Recently, the Sino-German Technical Expert Group published the ‘First Phase Report of the Expert Group on the Automotive Industry Data Ecosystem “Clearing House”’, outlining the technical exploration achievements and future plans of China and Germany in the field of interconnected automotive industry data spaces. This report marks a practical step forward in Sino-German industrial data ecosystem cooperation and is expected to provide a trust model for global industrial data spaces.

Sino-German Data Ecosystem Cooperation: From Consensus to Implementation

As Germany's automotive industry supply chain advances toward digitalisation with sovereign data exchange, it encounters China’s new industrialisation, making the data space a new link and possibility for industrial cooperation between the two countries. The Sino-German Industrial Data Ecosystems project, supported by the German Federal Ministry for Economic Affairs and Energy (BMWE) and the Chinese Ministry of Industry and Information Technology (MIIT), is transforming consensus into practical pilot projects.

In September 2024, under the coordination of the Sino-German Industrial Data Ecosystems project of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the China Academy of Information and Communications Technology (CAICT) and the Catena-X Automotive Network Association (Catena-X) officially established a technical expert group. The group's core objective is to address the critical question: How can Chinese enterprises participate in the Catena-X data space by establishing a localised ‘trust entry point’—the Digital Clearing House.

This mechanism acts as a ‘customs’ for the data space, responsible for verifying the authenticity of enterprise identities and ensuring that data exchange occurs in a trusted environment. Catena-X is committed to building a secure data ecosystem covering the entire automotive industry chain. Its vision is to connect automakers, suppliers, and service providers through unified standards, creating a ‘trustworthy, collaborative, and open’ data space. In the data space, trust is the prerequisite for all cooperation.

In the existing Catena-X data space system, all participants must complete identity verification through clearing house services provided by a European service provider. However, for Chinese enterprises, a localised trust verification mechanism is even more critical — this not only involves technical compatibility, but also data sovereignty and compliance requirements.

CAICT can identify unified social credit codes and industrial Internet identifiers, and based on the decentralised identity (DID) and verifiable credential (VC) capabilities of ‘Xinghuo Chain Network’ International (ASTRON), it can provide trusted identity authentication services for Chinese companies. This capability is precisely the ‘bridge’ connecting the Chinese and German data ecosystems, meeting the local compliance needs of Chinese companies while also connecting with Catena-X's international standards.

The entire process of the expert group’s first phase of technical verification

Traditional data spaces often rely on a single clearing house, which is difficult to adapt to the diverse trust requirements of a globalised environment. The expert group's primary innovation was to design an architecture that supports ‘multiple clearing houses in parallel’ — while retaining the European clearing house, a new local clearing house node was added in China to meet the requirements of mutual recognition, mutual trust and efficient collaboration across domains and trust systems. From October 2024 to April 2025, the Chinese and German expert teams conducted seven months of technical research and dozens of online and offline discussions and trials. They achieved semantic interoperability between the identity authentication system of Chinese enterprises and Catena-X’s ‘Business Partner Number (BPN)’ system. This collaborative innovation spanning the Eurasian continent not only validated technical feasibility but also pioneered a new paradigm for cross-border trust mechanisms in industrial data.

In April 2025, when the final set of test data passed verification by the ‘clearing house’ of CAICT and returned a successful signal, it marked a breakthrough in the technical validation of China's localized trust node for automotive industrial data spaces . Chinese and German experts who participated in the testing believe that ‘this success is not only a technical victory, but also a model of cross-cultural collaboration — we have built a bridge of understanding with code.’

Three-step plan for ecosystem empowerment

In the future, the Chinese and German technical expert group has proposed a three-stage roadmap of ‘function enhancement, pilot application, and ecosystem operation,’ with each step directly targeting the actual needs of the industry.

In terms of functional enhancement, CAICT and Catena-X will continue to strengthen exchanges between Chinese and German technical experts, improve the clearing house's system upgrades and functional enhancements, incorporate industrial internet identifiers into the identity authentication system, and deeply bind the industrial data space with China's industrial internet system, laying the foundation for the cross-border flow of equipment data and production data in the future.

In terms of pilot applications, Sungent Data Technology Co., Ltd. in Suzhou Industrial Park intends to assume the role of clearinghouse and operate localised clearinghouse services with the technical support of CAICT. Additionally, Catena-X plans to collaborate with member companies of the China Association of Automobile Manufacturers (CAAM) to conduct pilot applications in real-world scenarios. These pilots will focus on three key areas: Supply Chain Collaboration: Verify the trustworthy exchange of component supplier data between Chinese and German automakers to enhance supply chain transparency; Carbon footprint tracking: Realising cross-border carbon emission accounting through data interconnection to support the implementation of the ‘dual carbon’ goals;

At a more macro level, the Sino-German technical expert group will continue to play the role of ‘technical translator’ — on the one hand, ‘localising’ Catena-X international standards for China, and on the other hand, ‘internationalising’ China’s industrial internet and trusted data space practices. This two-way empowerment is creating a chemical reaction: The mapping relationship between the unified social credit code, industrial internet identifiers, and BPN, as well as compatibility solutions for the international DID system, are forming technical standards that can be promoted; The Sino-German technical expert group will convert pilot experience into policy recommendations to provide technical support for dialogue between BMWE and MIIT; Through the platform of GIZ, Chinese and German technical personnel will engage in regular exchanges to cultivate ‘data ecosystem architects’ with expertise in both countries’ technical backgrounds.
